The 5th Working Group on Industrial Cooperation (WGIC) meeting held on 28 February 2010, in Tehran agreed to establish the Task Force (TF) on Energy and Environmental Conservation. The overall objective of cooperation in energy in relation to industry is to articulate a vision, targets and road map(s) for addressing key development challenges facing industries. A comprehensive road map would be put in place for developing energy policies, legal instruments, technologies, manpower, infrastructure and market to ensure that the visions and targets are realized. The long term objective would be stimulating economic growth, employment and empowerment. The WGIC also adopted the Terms of Reference of the TF on Energy as follows:
  • To coordinate energy policies in line with D-8 objectives for sustainable Industrial Growth in Member States
  • To develop common energy roadmaps that will support aggressive industrial development in Member States
  • To develop database for manufacturing activities and energy management strategies
  • To identify and adopt best practices for industrial energy consumption
  • To survey the present industrial energy demand and supply projections in Member States

1. In line with the initiation of Task Forces under WGIC, the proposal to identify the TFs was raised during the Fourth Meeting of D-8 Working Group on Industrial Cooperation (WGIC) on 10-12 November 2008, Bali-Indonesia.

After having and intensive discussion and exchange of views, the meeting agreed to strengthen future cooperation through Task Forces:

  1. Automotive (Coordinator: Iran, Egypt, and Indonesia)
  2. Energy, Power Sector and Conservation (Coordinator: Turkey, Nigeria)
  3. Food production through Mechanization (Coordinator: Malaysia)
  4. Cooperation/Transfer of Technology (Coordinator: Turkey, Iran)
  5. Petrochemicals and Fertilizer (Coordinator: Indonesia, Iran)
  6. Cement (Coordinator: Iran)
  7. Steel (Coordinator: Iran)
  8. Textile (Coordinator: Egypt, Indonesia)
  9. Standardization and Intellectual Property Rights (Coordinator: Turkey, Iran)
  10. SMEs (Coordinator: Turkey, Indonesia, Iran, Nigeria)
  11. Electronics and IT (Coordinator: Malaysia)

D-8 Organization has successfully held the 2nd Industrial Ministerial Meeting and 6th Working Group on Industrial Cooperation (WGIC) during 4-6 October 2011 in Istanbul, Turkey, to strengthen its industrial cooperation among member countries in order to find and secure opportunities for new investment and markets, with the recovery of the global economy continued robustly during the final months of 2010 and into early 2011.

D-8 has previously held its 1st Industrial Ministerial Meeting and the 5th Working Group on Industrial Cooperation (WGIC) in early 2010 in Tehran. At the Tehran Meeting D-8 has tried to utilize existing capacities in order to increase industrial cooperation within its ranks and improve its collective relative weight in the global industry. The “Tehran Declaration” provides a quite pragmatic approach to move in the direction of expanding industrial and technological cooperation amongst us. It also lays out a number of practical policies and measures towards increasing industrial and market opportunities as well as financial resources.

This meeting designed to take stock of D-8’s collective performance thus far, analyze the situation with each and every Task Force it holds under the Working Group on Industry, and adopt a very objective and realistic approach to their future work, including with respect to the current mechanism of the coordination of Task Forces shared between and among a number of countries – which, in certain cases, might have not proved conducive to achieving the desired pace of dynamism and progress. The emphasize is being put on a number of Task Forces, for example Petrochemical/Fertilizer and Food Production Task Forces, which need to be accorded special attention, since they directly serve to increase food security for and within the D-8 community with almost 1 billion population and quite serious pockets of challenge in this field.

D-8 has had agreement with the Organization of Islamic Cooperation on a Memorandum of Understanding covering a wide range of areas of development-related activities, with special emphasis on agriculture and food security. In this special meeting in Istanbul, and at the margins of the Ministerial Meeting, D-8 has also signed M.O.U. with ECO (Economic Cooperation Organization).

Outcomes of the Task Force on Energy of the 4th Ministerial Meeting on Industrial Cooperation 26-27 January 2015, Tehran, Iran are as follows:

  • Emphasizing the nomination of the D-8 Focal Points. For the year 2015, Ministry of Energy and Natural Resources of Turkey is the Coordinator. From 2016 onwards, the coordinating focal point will be selected on yearly basis in alphabetical order or to the next volunteer.
  • Introducing the most capable and professional consultants, contractors and Research companies of each Member States in the field of energy projects in the D-8 website.
  • Recognition of the certificates issued by the Reference Laboratories of the D-8 Member States for the equipment used in energy industry with assurances of their quality and compatibility with acceptable standards.
  • Promoting collaboration and establishment of Joint Ventures (JVs) among the Research Institutes of the Member States for R&D projects in the following fields:
    1. **Transfer of know-how /Commercialization of research projects
    2. **Environmental protection
    3. **Renewable Energy
    4. **Energy Outlook Planning
    5. **Energy Efficiency
    6. **Energy Conservation and Auditing
    7. **Smart Grid
    8. **Electric Vehicles
    9. **Loss Reduction
    10. **Electric Power Market Design, and
    11. **Residual Life Estimation
  • The Niroo Research Institute (NRI) affiliated to the Ministry of Energy of the Islamic Republic of Iran (www.NRI.ac.ir) and National Center for Energy and Environment of Federal Republic of Nigeria, stated their readiness to share their experience and achievements in the energy field and establish the JVs with interested counterparts among the D-8 Member States for further research and development as well as commercialization of the feasible energy projects.
  • Emphasizing the organization of workshops, seminars and short term training courses in the field of renewable energy, energy efficiency, energy auditing and waste management with the aim to train the energy managers and specialists in the D-8 Member States
  • The Energy Efficiency Organization (IEEO) affiliated to the Ministry of Energy of the Islamic Republic of Iran (www.ieeo.org.ir) stated its readiness to organize the related workshops and training courses in the field of energy efficiency and auditing in coordination with the D-8 Secretariat.
  • Recommending the establishment of fund or credit lines (according to individual member state laws and legislations) for enhancing implementation of renewable energy and energy efficiency projects in the D-8 Member States
  • With the aim of enhancing the rural electrification and environmental protection, large importance and priority will be given to the research projects cost reduction of solar panels and improving efficiency.
  • Regarding good experience, know-how and good technical and commercial solutions of some of the companies in the D-8 Member States on the field mentioned below, informing such companies of the international tenders organized by the Member States through D-8 portal is emphasized;
    1. Construction, commissioning, O&M, rehabilitation and technical services of thermal power plants (Gas, Steam and Combined Power Plants) and manufacturing and supplying spare parts
    2. Wind and Solar CSP power plants and photovoltaic panels
    3. Onshore and Offshore oil and gas field development
    4. EPD and drilling projects
    5. Midstream and downstream process units
    6. Utilities and offsite
    7. Pipeline and gas compression stations
    8. Oil tank farms and manufacturing of pressure vessels

Outcomes of the Task Force on Energy of the 5th Ministerial Meeting on Industrial Cooperation 09-10 May 2016, Cairo, Egypt are as follows:

  • Promoting collaboration and establishment of Joint Ventures (JVs) among the Research Institutes of the Member States for R&D projects in the fields of energy.
  • Organizing workshops, seminars and short term training courses in the field of renewable energy, energy efficiency, energy auditing and waste management with the aim of training the energy managers and specialists in the D-8 Member States.
  • With the aim of enhancing the rural electrification and environmental protection, large importance and priority will be given to the research projects cost reduction of solar panels and improving efficiency.

 

Outcomes of the Task Force on Energy of the 6th Ministerial Meeting on Industrial Cooperation held on 14- 16 November 2017 in Abuja, Nigeria are as follows:

• Investment Opportunities
✓ Bangladesh and Pakistan invited members-States to invest for the development of
Liquefied Natural Gas (LNG) Plant;
✓ The meeting recognized huge business and investment opportunities in Renewable
Energy (RE) and Energy Efficiency (EE) sectors in different member-countries, and
therefore called on member-States to exploit the opportunities.
• Areas of Collaboration
The meeting agreed that member-states should collaborate in the following areas:
✓ Establishment of Solar PV manufacturing plants to create job and enhance local
capacity in the technology;
✓ Collaboration on removing bottlenecks in mainstreaming the development of
Renewable Energy market;
✓ Rural Electrification through photovoltaic systems;
✓ Local manufacturing of Electric Power equipment/appliances, LED lamps and other
energy efficiency devices;
✓ Transferring experiences on forming parabolic trough mirrors, installing mirrors,
receiver tube and designing solar thermal power plants;
✓ Transferring experiences on excavation of geothermal wells;
✓ Installing earth coil, constructing and installing geothermal heat pump system;
✓ Transferring experiences on designing, feasibility study and manufacturing aerobic
depots in the power plants with anaerobic digestion technology.
✓ Expanding and promoting co-operations on R&D amongst universities and research
institutes, including co-operative MOU’s aiming much more exploitation from
potentials and capabilities among the member states;
✓ Create innovative ways of funding/financing Research and Development especially
with active private sector participation;
✓ Energy Education Curriculum improvement at all levels to align it with the dynamics
of the energy sector;
✓ Recycling of Solar Deep Cycle Batteries and CFLs;
✓ Establishment and improvement of member-States’ conformity assessment,
standardization and code, accreditation and certification mechanism of energy and
electrical devices and equipment;
✓ Energy management in Buildings;
✓ Establishment of D-8 Energy Data System;

✓ Implementing resource assessment study, feasibility study, micro-sitting and laying out
the wind farms and Manufacturing and installing turbines;
